37. PROTECTION OF THE LAW.

(4) A person charged with an offence–

(b) shall be informed promptly in a language which he understands, and in detail, of the nature of the offence with which he is charged ;

(4) A person charged with an offence–

(d) shall be permitted to have without payment the assistance of an interpreter if he cannot understand or speak the language used at the trial of the charge ;

42. LIBERTY OF THE PERSON.

(2) A person who is arrested or detained–

(a) shall be informed promptly, in a language that he understands, of the reasons for his arrest or detention and of any charge against him ;
