5.FUNDAMENTAL RIGHTS AND FREEDOMS OF THE INDIVIDUAL
(2)Protection of the law shall include the following
(c) everyone charged shall be informed promptly in a language he understands of the offence with which he is begin charged;
Rights during investigation - access to interpreter and translation if questioned in other language
Rights during investigation - informed of belief that crime has been committed
